HistoryStudent Fee Increase Committee Organization The students recommended that the committee to recommend allocation of the student fee increase be composed of eight students, one processing faculty member and one production faculty member.There should be a minimum of two processing and two production students and one graduate student on the committee Interested students should submit a short application, giving their contact information, expected graduation date, area of emphasis (processing, production, graduate) , and why they want to be on the committee. Faculty members will be selected by the department head and the student committee members. The dean has asked for a list by June, of the ways the committee proposes spending the funds. Dairy Science can expect approximately $50,000. Cal Poly State University College of Agriculture Objective Statement College Based Academic Fee Increase Proposal Summary The College of Agriculture (CAGR) has submitted a proposal that would increase the Campus Academic Fee for all students majoring in the college. The fee is classified as a Category I fee, a campus mandatory fee, which are "fees that must be paid to apply to , enroll in, or attend the university". In accordance with the Education Code, Executive Order No. 740, and university policy, this fee proposal is subject to either an advisory student referendum or other alternative consultation machanism . Either method of consultation is advisory to the President. If approved, this increase would be effective Fall Quarter 2002. Background The campus Academic Fee was established in Fall 1996 pursuant to Executive Order No. 658. This Executive Order authorized Cal Poly to establish a mandatory Campus Materials, Services, and Facilities fee (commonly reffered to as the Campus Academic Fee) in the ammount of $45 per quarter. in Spring 2001, based on alternative consultation with students and faculty, the President authorized the annual application of Higher Education Price Index (HEPI) to all campus mandatory fees effective Fall Quarter 2001. As a result, the Campus Academic Fee is currently $46.62 per quarter. The Campus Academic fees yield approximately $2.3 million annually, with $757,000 designated for financial aid. Executive order 740, dated approximately April 13, 2000 superceeded Executive Order No. 661 and eliminated the ficancial aid requirement associated with campus mandaatory fees. In June 2001, the University formally adopted revised financial aid policies but has not developed a plan for implementationThe Campus Academic Fee is used for university-wide projects that address (1) Educational quality, (2) student learning and progress toward degree completion, and (3) institutional productivity, campus-wide consultative process involving faculty, students and staff. Financial Summary CAGR is one of the six colleges at Cal Poly and provides undergraduate and graduate degree program in eighteen majors. The College proposes to increase the campus academic fee by $200 per quarter. Students enrolled in six units or less would pay $100 per quarter. This increase would be applicable to all students majoring in the College, irrespective of classes actually enrolled in. Based on census data for the academic year 2000/2001, the proposed fee increase could yield the College approximately $2,217,000 annually (Exhibit A). Since the proposed fee increase will be paid by students pursuing degrees in CAGR, the incremental revenue generated as a result of the proposed invrease will be allocated to exclusively support the degree programs , faculty, staff, and students in CAGR. The fee increase will be adjusted annually for inflation based on the application of the HEPI . The original campus academic fee amount of $46.62 will continue to be allocated to the University to provide funding for programs and services that benefit the student body at large Exhibit A Proposed Campus Academic Fee Increase Estimated Annual Incremental Revenue Approximate Enrollments Fall 3,336 Winter 3,474 Spring 3,568 Summer 709 Total Estimated Enrollment 11,087 Proposed fee increase per quarter $200 Projected annual incremental revenue $2,217,400 Cal Poly students enrolled in six or more units pay @2,170 for tuition and fees for fall, winter and spring quarter. In comparison, the Chronicle of Higher Education (2) reports average annual tuition and fees paid by students at public intitutions as $3,754. The fee proposal stipulated that 90% of the funds generated by the fee increase will be distributed to the department level. The remaining funds will be allocated to the CAGR dean to support College facilities and programs that are not department specific. Each department will establish and advisory council consisting of five students and two faculty members. The students in the department will determine the process to select or elect the student of the advisory committee. The department head will select the faculty members of the committee . This committee will be responsible for providing advice on how to use the funds generated by the fee incrtease and to assist in reporting to the students as to how the funds were expended. An advisory council committee comprised of five students elected from members of the Agricultural Student Council will advise the dean on how to used the funds retained by the College This fee increase proposal does not require a one-third financial set aside as this is no longer a requirement of the CSU fee policy. However an increase in this fee would be reflected in the packaging of financial aid so those students receiving financial aid would not necessarily be adversely impacted. |
